The fact that this wasn't addressed in the first patch is concerning. It's limiting a lot of people from being able to play it on PC.
I can't help you but I can say the reason this happens is because the menu fps cap is disabled in the settings. It's not unintended behavior. :)

You have another option that is going to force the game to run in a different graphical mode which may stabilize your experience. You need to go to your Steam Options under the game and set the launch parameters to be
-dx12
This will force the game to run on DirectX 12 and use older stable graphical libraries to run the game.
