Face it, Directx is just garbage technology.
Why are you on Enterprise LTSC? Those are not for gaming.
Install a normal version of windows 10 and the game will work fine.
Besides, that is irrelevant; there are reports of users on Windows 11 with applicable GPUs still not having access to directx12_2; I have even tried Windows 11 myself, and other games that require directx12_2 still do not function; as such, I deleted that OS, since it is unusable.
Your GPU driver is out of date and this game had a driver release recently.
As for the Windows, 21H2 should be supported but dunno just by how much is IoT edition stripped of features.
Right, I'll give you that I forgot to update to the latest version, but, as expected, after the update I did not magically have access to 12_2 directx.
Also, in terms of Vulkan and UE5, it still needs HW and driver support for that VK extension, but you lose basically all of DXGI enhancements since VK is stuck decade behind in terms of window composition.
And what "enhancements" are we speaking about, when Linux users are (usually) able to run these games quite well, sometimes even with better performance?

It has DX 12 (11_1).
It needs DX 12 (12_2) aka DirectX12 Ultimate
