It's super rare these days but you are likely missing a video codec.
Back in the day I would have solved this with CCCP. You can still find old versions out there, but it hasn't been updated in like 9 years.

That's probably the only source that you might not have to run through a virus scan, though if you want to anyway, go for it.

Honestly I think you're right. My wallpaper engine failed to load 2 of my wallpapers and I'm getting a weird codec error in the log file in wallpaper engine, I bet it's related. It really does seem like the game is just failing to load like a video in game or something. Thanks.
I'll try that pack. I wonder if there's a place I can go to see what codecs I'm missing or something.
Shouldn't the game include the codec? I thought only old school games relied on system codecs for video decoding? The pack your recommended didn't work and I also tried K-lite Codec Pack which is a more modern pack. I might try reinstalling the OS at this point much as I'm not looking forward to it.
