Why is Winter Soldier not getting nerfed?

Why the ♥♥♥♥ is Bucky not getting nerfed yet!?

• Everyone hates his Ult.
  
• He gets way too many options for bonus HP.
  
• Has strong damage
  
• Has a degree of movement (though admittedly it's very short range)
  
• Rarely has to reload
  
• Can interrupt many Ults
  
• Has 275 base hp
  
• Has really good accuracy with seemingly no damage fall off.
  
• Can push/pull players out of position and off the map. (and multiple characters at the same time if they are close together)
  
• Can knock aerial characters to the ground, making them vulnerable to Peni mines and melee

Why is this character so broken and why is he about to go through 2 seasons without a nerf???
I know I am far from alone in thinking he needs it; I've encountered many that agree, so wtf?

(Note: obviously this thread is for speculating, as the devs will not see it)

Tbh I DONT KNOW! I uninstalled the game today purely because im tired of this ABC char just pulling your char across a map and insta killing. TERRIBLE GAME DESIGN

Really weird decision... He is busted enough already... If anything, he needs a nerf to his ultimate and damage.

https://www.marvelrivals.com/heroes_data/ his win rate is about as avg as other DPS in both quick and comp. This might be a skill issue. While personally I have never had a problem with the cold boi, I use peni parker a lot and just pocket my net for when he jumps into the air, since her web shot can interrupt ults.

I also got decent with Ana during my OVW1 days, so maybe I just got a bias for shooting people out of ults, idk.

I'm not slinging insults or anything, just he is overwhelmingly average in win rate.

What's funny is as you go up in rank he drops in value, its kinda silly.
