How they can report if he is gone and I'm in his place?
You can watch the replay and report the person.
The thing with this is that you don't know if they crashed and took too long to load back up or if they intentionally left.
The other players could do it from Recent or from the replay.
Does no one know you can report from the replay??
I've watched replays I had no part in to report cheaters and what not. Anyone can report anyone while watching a replay.

I would presume the dev's would just check if they queued up for another match immediately afterwards or completely exited the game. So report them regardless for throwing the match and they'll do the rest.
Most bans are automated.
It doesn't really matter. Generally you won't get a ban that actually matters unless you are doing it repeatedly anyways; so if you are leaving games because of anything that often-- you should be stopping your play to resolve that first.
If you are having net troubles for instance, and choose to still try and play, you deserve any bans that come from it if you keep trying to push it anyways.
I'd settle if they made it that frequent leaving ( for any reason ) of matches just have you moved to a queue where you only get teammates and enemies who also frequently leave and abandon matches. This wills till allow people to play, they'll just be pitted against other people who also feel that they have a right to leave at any given moment. They shouldn't have a problem playing with people who think just like them correct? So there shouldn't be any problem with this being a thing.
If they do have a problem ( which will show hypocrisy in what they preach ), then they can stop leaving matches and it'll eventually move you back to the standard queuing session.
I have had cases where I thought a healer was throwing by DPSing and refusing to heal and i've reported them prematurely only to find it was simply me they were not healing.
In at least 1 case I watched a Luna not heal anyone first round and I reported them, but after I said they could be banned for that behaviour, they worked their ass off healing the next round and were never banned for it.
On the flip side of this, I've gotten over 2 dozen "healers" playing like DPS banned for not healing their team by reporting them for throwing and typing in the box the same thing I always do in this situation "played healer and blatantly refused to heal their teammates"

If this is true, then the people I report for leaving must be quitting a lot of matches, and reporting must be much more common than it appears, because pretty much every single person who I see intentionally left that I've reported has gotten banned (I get a notice within 2-3 days of the reports that they were "restricted from matchmaking for unsportsmanlike conduct")
You can't tell the difference between "net troubles" and crashing, and none of us that crash can do a damn thing to resolve it because it is a game issue and the rate fluctuates with each patch.
It's one thing to report players that "Left the game" but if you're reporting people that "temporarily disconnected" that just ♥♥♥♥♥♥ of you because they may have crashed and can't control that. The chat notification is very distinct on which is which.
I wouldn't sweat them allegedly reporting you though. I was told the same by multiple people the first night after this patch, as I discovered currently I am more likely to crash when Hulk kills me, but 3 days later and I have not been restricted or banned in any way.
(this also adds to my theory that bans are not really automated and reports seem to have some degree of review going on with them)
