memory leak. you need to test your existing memory first before adding or upgrade. are you using hd or ssd?
I don't know how much money you have to invest, but you can actually buy quite cheap new PC which is also future proof atleast couple of year. Buy the right mother board and you can upgrade your new set then.
I would recommend you to get something like Ryzen 7 7700X or more budget Ryzen 5 7600X, one of the best gaming CPUs and value for money at market.
GPU would be AMD Radeon RX 7900 XT or Nvidia GeForce RTX 4070 TI Super best ones value for money. if you want Nvidia and more cheaper GPU, then RTX 4060 is also great value for money option.
RAM of course 32 minimum and SSD must have.
I had myself 2 months ago RTX 3700, 32 ram, SSD and it still wasn't enough. I got terrible FPS drops and crashes constantly, even with lowest possible settings.
Now I have Ryzen 9 7950X3d, RTX 4080 Super, 64 RAM and modern fast SSD. Not a single time crash or FPS drops, just pure joyride with this. It was expensive PC, but atleast I can easily play with it like couple years+ and don't need to worry to do any major upgrades in future.
your cpu and ram upgrade plans sounds about right to play stable. I had cooling issues with my stock wraith cooler though so if that's your intention consider upgrading that as well.
I cheked out that processor is bottlenecking 21.2% on 1080p.
