It's just cosmetics, and tbh the battlepass is actually a great price even if the base skins are a bit too expensive imo.
Free games are mostly funded by whales anyways, just enjoy the game and don't worry about it that much.

The skins just recoup some of the hard costs they're incurring because why not.
Future NetEase games will likely also be free but might offer pay to win elements that match fix the game to encourage you to buy instead of using raw skill like CS2.
