I Don't Understand Dr Strange's Ult

I'll use it right next to the enemy and absolutely nothing will happen to anyone a lot of the time?
Or the entire enemy team will be right next to me, I'll use it, and only one person gets effected? I'm not out or range I swear.

What's going on with this thing? Is it broken?

If they’re in their own ult or in a Ult of another hero that usually buffs them the stun and damage will basically doo nothing.

He’s still an insanely good vanguard for his simple combo his ult is good as a saving grace or to change the the entire fight

If you see enemies healthbars that have a gold look to them, it means they are immune to stun.
