That way you could probably see more characters show up than you normally would if their kits aren't all that different. Spider-Man could have Miles, Gwen, etc...Iron Man could have War Machine, Iron Heart, Rescue, etc...
I specified the echo fighters from smash bros because from what I remembered from when I played they were basically that I think.
Eh, I don't know, I'm sure they could figure out a way to make his kit different enough, but in the end he'd still be basically Iron Man with a different weapon set unless they went for something drastically different, like they go for a unique design that is more tank built instead with heavier armor, no flight mode, etc...
Sort of, I think Echo Fighters still had some unique aspects to them, they aren't 1:1 in everything next to their counterpart, where the skin variant idea is more of a straight palette swap. I think new Heroes should be added more for what their kit can bring to the game, and heroes that can't really do that would be skin replacements.
The only downside of this is that I think new heroes are going to be free for the game, so if they did a variant character, they'd probably be a minimum of 20 bucks to get. It's a tradeoff though, because I think the variant skin idea allows for there to be way more characters added to the game to play, over waiting on new hero releases that involve a ton more work.
