"System - The following penalty has been lifted" - but I was never told about a penalty?

Got out a quick match game and see:
[System] The following penalty has been lifted: Matchmaking for Quick Match and Conquest Suspended 5 minutes, 0 second.

But um, I was never given a penalty that I am aware of. I was literally playing games in a row and just got out of a game, so it wasn't true?

I had to answer the door for a delivery earlier and got kicked from a game about 2 hours before this, but all I got was the warning - not a penalty.

1) Do you get a message in your mailbox if you get a penalty?

I don't have one today, but I thought I got one previously when my game failed to load into comp once and I was penalized.

2) Do people who get penalized for real just get suspended mid-games and never actually encounter the suspension because the game is longer than the suspension? Or is this just part of whatever bug this was?

same here, never was penalized... no clue maybe from leaving games?
