What other crapware that may be running in the background on the computer will effect loading times. Browser tabs, streaming audio, discord, obs, etc - all processes that can east local resources. What garbage is in the local system start up will have an impact too. How up to to date are the hardware drivers. Is the local operating systems patched and up to date.
What are the system specs 'your friend' is running? Are they running on old hardware? Do they maintain their hardware? Example: do they actually clean it and keep it dust free? Dusty dirty hardware will run hot and it will degrade system performance. Are they trying to run it from a mechanical hard drive vs an SSD?
So many variables will impact a games performance and in my experience, most windows users are clueless as to how to keep their rigs optimized and updated.
My systems specs are fairly middle of the rode. Nothing high end at all. But the ONLY thing I run on this computer are games. I don't have any other software installed except a browser and a discord client. I have every background service and process that I do not need disabled. I am tenacious about keeping my OS updated as well as the hardware drivers. Once a month I open the case to vacuum out all the dust and then blow it all down with compressed air.
Encourage your friend to take a long hard look at their local system.
