There's also the concern of a bunch of Dr. Stranges all placing portals and crashing the server because each open portal effectively doubles the game temporarily; even one Strange was causing serious issues during Season Zero before they slightly streamlined how the game handles two Strange portals co-existing.
Simply put, it's infinitely easier to disable the ability entirely and not worry about it than it is to make sure it follows all sorts of special placement rules and technical concerns for a temporary game mode and map.
No technical reason why, as far as I know; standard multiplayer handles 2 of them overlapping just fine, along with overlapping portals. My best guess is that it's due to the AOE being huge, the duration being long, and the self-heal allowing her to win most duels pretty handily; instead of changing any of the numbers for this one-off mode, it's easier to just ban it. Meanwhile, C&D can drop ult and deny an entire floor while sitting on the self-heal paths.
