How do bans work?

is their limit where if a reported player gets high enough reports on them it triggers? Is it a case study where someone goes through replays.

Just asking cause this player was being a massive A-hole to me even though I was helping out as a support and threatens me that if I don't change into Strange he would report me not after a few seconds ( I was going to change to make him shut up) he said will act on it.
BTW won the match with me being the same role.

I reported a blatant aimbot user 3 days ago, the guy was snapping between peoples heads and was as blatant as it gets. He's still not banned.

A guy that flamed in chat however got banned in 30 minutes. Their priorities are wild.
