Yeah, he's really common. He might well be currently the most common pick. And he is very strong. "OP" is hard to gauge because that is entirely relative. Yeah, Bucky is very strong, but so is Storm, Psylocke, Moon Knight, Iron Man (with Gamma Team-Up), Hela, Squirrel Girl, Wolverine... those are just some that I don't think Bucky inherently outclasses, I don't see them and go, "Man, I wish they'd switch to Bucky" in the same way I get a slight sense of dread whenever I see a teammate pick Black Widow, Scarlet Witch or Spiderman (though they sometimes surprise me even with those).
I think Bucky's popularity is from a lot of factors. He got some important buffs in S1, and since he was already strong in S0 that got a lot of eyes on him. He's got a cool character design. His kit is pretty simple to use and understand, and is useful in a very wide variety of situations, he's one of those characters that is virtually never a bad pick against any comp. He has probably one of the most maximally-dopamine-inducing-capable ults with how he can just completely pop off and go on a murder spree. His team-up with Rocket (who has become a very popular Support) is incredibly strong.
When Spider-Man and Black Panther are in the game, Bucky doesn't have "good mobility".
I was playing with one of the worst Winter Soldiers the other day, my friend and I(both vanguards) had to switch chars and how we played our roles so we could do all the damage. Of course at the end of the game he thought he was amazing 'cause he 'secured' all our kills with his ult which we would have gotten anyway.
Bucky is pretty good. But as far as picks go. There's quite a few other DPS I'd rather have on my team first that can fill the role of a flexible /Midline/ hero, if It where my choice, Unless, Say the Bucky in question is really, really good. Like Storm, Namor or Moonknight.
Whenever I see an enemy Groot I would love the Bucky player to swap to Punisher so we can destroy the Groot walls that get set up like a Fortnite fortress constantly.
