There's still people good down low, you just have to sort them out. Unfortunately though if you're solo queuing you're stuck with whoever the matchmaker gives you since your not looking for them yourself.
I think that is the wrong mentality. No matter when you join, lower brackets are always a chore. If you are too early you play against Celestials and Grandmasters because they are also starting, and a lot of smurfs. If you join late you play against actual Bronze players who are terrible at the game and have a game sense of a fish. Either way it's a struggle. However if you are good, you will rank up no matter what. Especially since you earn more points than you lose, and also there is a shield that will defend you from dropping.
