Captain America's shield cooldown is bugged

When you release your shield, it's supposed to have a 1 second cooldown, however, the cooldown only starts after a brief delay. Now, if you immediately use the ability right after putting down your shield, this delay gets skipped, making it closer to the 1 second cooldown.
Try for yourself and let me know if it works for you.

By the way it doesn't make much sense that his (weaker) shield has a cooldown while strange's doesn't.

Yeah been suffering this nonsense all day. Don't understand how people can play him effectively. I get like no damage off and can't secure any elims at all with him. Even when I'm hitting a squish a dozen or two times in the face

yeah he really needs some love. my thoughts are these: knock both his move cd's to 3 sec and let em share the cd. take the 1 sec cd off shield raise, keep the broken shield cd, and like everyone says, kick his dmg up a lil bit. not much tho, still a vanguard.

Well Strange can only block ranged. Caps shield blocks everything.

To op tho you sure you're not letting it break? Cause it has to regen before you can pull it up again. The shield life is on the left side.
