is it just me or is namor kinda overtuned

Peni is my anti-dive. And she doesn't need Luna for a tanky turret. She is the tanky turret.

If you get switched on and your diving stops working you can also switch to counter back and still win. Sounds like you got countered cause you one trick. Namor is not that powerful outside of having high skill as in hiding your turrets well, keeping them up, and hitting headshots to activate the buff.

Hes considered A tier Never S tier in any tier list I have seen on the popular websites like stat tracker or IGN. And hes only A tier if your good at aiming (see: high skilled) because you have to get headshots to activate his turret buff. So hes basically mid tier for anything below diamond and A when you start getting into good aim territory.
