Stacking only protects you against bad teammates
EOMM with party won't protect you against better enemies with several ranks above your party team its just cope method
This cope is not the worst compared to the EOMM denying mouth breathers
See, that's the thing people get wrong about the EOMM. It DOES try to prevent you from going on massive loss streaks, by things like giving you a shield against losing rank points and feeding you wins via bot matches in QP. It just doesn't do the reverse. The game has no reason to want you to lose matches, since losing matches are the source of the lost engagement in the first place, especially if those matches are also really unfair.
So if you want, you could complain that ranks / stats in this game are inflated due to free wins and loss shields. That is valid. Yet no one ever complains about that because people enjoy having inflated stats.
US West has lower population than Central and East. This gives the algorithm a much smaller pool to choose from and will generally lead to more competitive matches.
I do notice more bots and disconnecting players however. EOMM will do what it can to reduce churn risk.
