ive connected through multiple networks and tried 2 different computers the issues remain. ill be at a steady 27-33 ping and suddenly it will shoot up to 170+ for absolute no reason, and then steadly come back down to the 30 range...and this happens every 2-3 mins or so

The servers could be being DDOS'd
The DataCentres where the servers are could have issues with their core routers provided by their ISPS as all the servers in those data centres should have a minimum of the following hardware.
10GB SFP to Fibre to SFP again in the switch/router they are connected to.
If it is still not resolved in 1 week it is less likely to be the above and more likely to be a software issue within the NetEase server cluster at those datacentres.
Garbage ping today, fluctuation from 20 - 40, no pockets loss. I run near wall and get stuck to it. WTF is this?
