Storm’s and Moonknight’s ults can be toned back; C+D’s ult can lose the 4th dash and/or cost more, Luna’s ult can be shaved down to 6 or 8 seconds, and healing ults in general could be looked at. That’s what I see being complained about the most on posts.
Storm ult should probably move a little slower and should lose the bonus health it got last season. This makes it riskier to use the "dive into enemy team, immediately fall back to your team to bait a healer ult" strat. It would still be quite strong otherwise.
Obviously, pretty much all healer ults give too much healing. If the healer is very exposed and gets focused by the enemy team, it should be possible to burst them down without ults, but currently this is almost never doable. For example, as C&D, if you are alone and you dash straight into the enemy team, you should actually just die. It's pretty absurd that you can do that and face no consequences whatsoever for it because the healing is so massive.
I also feel like IW ult should be reworked to not provide any healing at all, but cost slightly less. The slow + invisibility effect is interesting (it blocks starlord ult, mantis heal, and many other things), but those effects are overshadowed by the ludicrous heal it puts out, so no one ever engages with it. Going inside an enemy IW ult is always a waste of time because it's impossible to kill anything in there anyway.
I also think Hawkeye was overnerfed and should probably get his range on Hunter's focus back. Black Widow also clearly needs some help, but I have no idea what you'd do with her short of a full rework.
Bucky didn't need the buff he got because now he's way too strong.
Moon Knight's ult should be fixed and nerfed as it's too easy to farm and use now.
Logan is very strong now and should be balanced again.
Overall, healers are stupidly strong and if the team is competent, there is nothing can be done against heals and their defensive ults as the game barely has any counterplay.
Luna + ally Loki taking Luna's ult = 24 seconds of near invulnerability for the team.
Cloak and Dagger Ult is fine the way it is, and would be less hated with some of the anti-heal I suggest below. The 4th charge barely stacks enough damage to kill most squishy DPS and seeing as 3 charges stacked directly on top already heal nearly 600HP/s the 4th really doesn’t change it… really only benefits a Hulk getting 6v1.
Buffs:
Scarlet Witch M1 should be able to stifle healing on enemies hit by it (50% would be a decent starting point for balance) and all of her attacks should do and extra 3% damage to any enemies with temp health and shields.
Black Widow should have a passive that stops all enemy temp health and shields from working within a small radius around her (5-7m to start), and do bonus damage to strategists and all structures/turrets.
Iron Man should have some kind of shield-busting capability, but I do think they should tone down his buffs from the Hulk team-up to compensate for this.
Hawkeye’s Ult should not be able to be cancelled in anyway. He should still be able to get CC’d during it making it hard to get full use of the time. The shield stops Dr. Freak from being targeted and any character who passes behind, even if just for a microsecond, him in a cone stops their after images for almost the full duration. Transform animations (Hulk, Wolverine, Magik, etc…) and a number of other Ult animations remove existing after images.
Venom could use a team-up, not with Spider-Man or Peni Parker who already get a good balanced buff from him, that improves his Ult damage and range. Maybe Rocket or one of the new Fantastic 4 characters that are getting added.
Nerfs/Rollbacks:
Moon Knights main kit is fine but they overtuned his Ult. They need to have it telegraph for a bit longer, and either need to roll back the number of projectiles or explosion radius (dealers choice). Make his ankh indicator a sphere to fix jank of it not showing area of effect when placed on small isolated objects.
Storm needs the buffs made to her Ult rolled back by 30-50%.
Winter Soldier got way overtuned. I’ve barely touched him so I don’t know his kit well, but he gets shields and temp health way too easy for the damage he can put out. Roll back the increased temp health/shield he gets.
Wolverine didn’t need to become any more oppressive. With his passive he can basically become a diving-tank-DPS with almost no counter play outside of Ults or hoping your tanks are close enough to help backline. Roll back the base health to 300HP.
Spider-Man and Magik need animation cancelling fixed/removed, but otherwise they are in a decent place.
Everybody hates nerfs. But for dev teams that work incredible hours, nerfs are often the path of least resistance. Even adding a new mechanic— though it’s a nice idea— creates its own set of imbalances that will, in turn, need to be buffed or nerfed.
That being said, what most dev teams fail to understand is that nerfs are public relations, and people WILL get tired and leave if they’re too heavy handed.
