Moon Boy Ult Too Powerful

neither does moon knight. you can move out of the ult or out heal it with their ult.

I am a Moon Knight main (amongst other characters) and i dont see what your issue is lol. His ult is fine the way it is

Was very confused until people said Moon Knight. Moon Boy is a character from the bronze age that definitely won't be appearing, although Moon Girl might, considering she's much more recent, so there is hope for Devil Dinosaur, yet.

Anyway all I would change is push back the start time by half a second at most. Namor's ult is finicky enough that it might be worth making slightly faster to come out as well.
