It sounds insane but try reducing the polling rate of your mouse to max 500 hz
It fixed all framedrops for me. Which where happening during fast turns
3080 is almost 4 year old GPU and it wasnt even the high-end when it came out, its basically e-waste now. the 5000 series comes out soon, you should grab one of those

it is not the best and not up to date hardware i know that, but it is still good. this is the only game where i have this issue.
No rt and turn down shadows, lighting and effects.
At certain maps I get drops to 80-90 during heavy fights.
Processor is obviously fine. Just make sure your mobo does have pcie gen 4 support for the gpu. Some mobo may not have it if they are old or they disable it if you need more lanes for your m.2 drives if you have those.
i guess thats the best i can achieve with my hardware 100-ish frames outside of teamfights and now about 70 in teamfights
still thought would be a bit better but well

i play on everything high, without ray tracing because it adds massive frame time spikes for me. but i average around 130 with dips in the 90s with dlss quality.
