If a person doesn't understand their opinion, then the opinion itself isn't worth anything. It's just another empty opinion.
My advice would be to not base choices in life on empty opinions as a result.
low-ELO players think jeff is good but in reality if you dont have a team-break ult like luna, mantis, and in some ways adam....you arent gonna be able to compete with teams that DO have one. those ults are needed to break up the stalemates that every high-elo games go into.
Pros:
- He's very survivable. Having bubble and the ability to go into swim form is strong protection against dive.
- The speed boost from his bubbles is very helpful for some characters and is useful to speed the team to the point in domination or to get them back after a death.
- He can theoretically heal a lot of people at once with a bubble, but the game generally punishes positioning this close together
- His ult can sometimes teamwipe if used well
Cons:
- He struggles to heal airborne characters or anyone who moves around a lot.
- His healing range is also the shortest of all the healers.
- His damage is generally fairly low
- He doesn't bring any additional utility to the table besides the speed boost (compare Mantis's sleep, Luna's Freeze, Rocket's revive, etc)
I feel like Jeff is a fine choice on Domination, particularly if you have any slow tanks (Magneto / Groot), as using bubbles as you exit spawn to speed the team to the point is helpful and the enemy team will usually be more grouped up, allowing better use of his ult. Make absolutely sure that you are using the bubble speed boost a lot though because it's really the only notable thing about him as a character.
Jeff requires direct attention to heal, he can't do anything else while he's healing. This is a disadvantage compared to some other healers like Mantis, who can do damage and still heal. Even Rocket can have orbs out and shoot people to some degree.
Add that to his heal being mostly single target. If you want to heal multiple, they have to be in a line. This is directly worse than his closest equivalent, Rocket, who gets a wider line from one orb and can have orbs going in different directions.
He has poor utility, just the bubbles which are awkward to use and aren't great. Compare that to Rocket bringing someone back from the dead once a minute, Mantis damage boosting people, Loki blocking ults with rune, etc.
Finally, the ult, while super obnoxious to play into, is not actually very good in high rank. People scatter when it's activated and focus fire the Jeff and take him down.
I haven't mentioned his attack, but that's because if you're healing, you don't get to use it. So you generally don't. It's ok at close range but is mostly only useful as self defense.
So, basically, he's got mediocre healing that's really only good for focus healing a single target, pretty poor utility, not a great ult. The only big benefit he has is his amazing survivability, which is great, but Rocket and Loki are just as survivable (Rocket is arguably even better at it) and have more to offer their teams.
