The first ones would be Luna, Mantis, CnD and Invis Woman.
The latter ones are the rest of the cast.
S:
Rocket: Overtuned healing, breaks Ankhs and such in < 1 second freeing up the actual damage, busted ult that lets people other than Hawkeye 1 shot characters, countering all the overtuned healing ults and auto-revives people without using ult. Good escape. His orbs also automatically heal him as priority 1 when released so he's always healing himself instead of situationally doing so.
Only downside is his M1 has crap accuracy.
A:
Luna: 120 DPS M1 for some reason. Built-in stun. Broken ult that's basically Rocket and Mantis ult and she can just switch between them as need be. Built-in powerful self-heal that doesn't prevent her from acting. Somewhat vulnerable to being dived.
Mantis: Also extremely high damage, accurate M1. Also has a built in stun but it lasts nearly 4 seconds. Broken ult that lets her make her team nearly unkillable without like 3 healers or the use of counter ults but also lets her continue to act freely unlike Luna's. Also has built-in self-heal for using her kit and a passive movement buff.
B:
Invisible Woman: Her projectiles do 80 DPS with infinite pierce and 160 HPS. She can pull people running away, push divers, harass with shift and her "make the team basically invincible" ult also makes her team invisible and punishes the enemy team for trying to run.
However, her passive healing requires her to be invisible, which means she's not using her kit, making it worse than all of the above.
Loki:
His clones are super easy to kill if people bother but he can spam them out fairly fast. His shift is a Mini healer ult. His ult is every other ult in the game, letting you spam broken healer ults twice in a row, use iron man Q to 1 shot, etc. Just not as reliable as any of the above because without his clones or Q up he's not contributing much.
C/B, not sure:
Cloak and Dagger:
AoE invul on a reaonable cooldown, can't miss, helps other healers heal more, but her healing is lowering than average without lengthy cooldown powers and her damage is either low or entirely avoidable.
C:/B not sure
Adam: His actual healing is on a cooldown. His M1 does not heal. He's better as a second support.
F:
Jeff: Just shoot him. He has 0 burst mobility. He has 0 stuns. He has no way at all to counter being dived beyond hoping his team helps or the enemy is bad at the game. All he can do is dive and run into his orbs so he can run away faster, which is still easy to hit.
He's the litmus test for player skill in the game, because anyone who thinks he isn't bad is bad at it.
A: Invisible woman,
Loki (Loki actually S tier if you are very good with him, but most are not)
B: Rocket (S or A tier in low elo and with Punisher team up, but otherwise S and A tier healers make the difference for having defensive ultimate that win team fights and close games.
C: Adam, a bit situational pick with team ups and 3 healer meta. Ultimate is meh.. Why wouldn't you pick Luna or C&D which ultimates prevent your team mates killed in a first place??
D: Jeff, just meh overall. With Luna team-up and in some maps and situations can make huge clutch ultimates, but it has one of the worst win rates in all ranks for a reason.

unuseable - aw, mantis, iw, loki
Pretty sure you're just playing jeff wrong if you think he's F tier. You don't have to worry about dive if youre in a brawl comp, cause youre within 5 feet of your dps and tanks and other healer, and they can turn and stun the diver.
