It's true, they can't figure out if they want it to mean difficult to play in a 6v6 setting, or difficult to execute/balance abilities properly. Black Widow has absolutely 0 difficulty in understanding her kit, but super hard to play when the team dives you. She's rated 4 stars.
Compare that to Mantis who has much greater survivability and less mechanical demands is also rated 4 stars, which I assume is due to the strategy potential complexity of using abilities.
I'd honestly just pick one philosophy - either have it reflect the difficulty of being efficient on the hero in this setting, or have it be a representation of how complex the hero's kit is to properly utilize.
You have to learn how to zone people with your shift + E, or melee + E.
Constantly keeping an eye on teammates and putting the shield up, recalling with F and putting it on another teammate if they're low + heal with left click. If you are low on HP, you would want to stick close to the shield as well since it's basically a healing beacon.
Sue has to aim directly at teammates to heal, as well as needing her projectiles to land on them. Plus her left click has a 30m cap range, so beyond that range her healing output is awful. For Sue's ult , you have to decide on its placement. For example: do you want to zone out the enemy tanks from their healers? Or do you want to hide your team to stall time?
Whereas for Mantis you only need to press E or RMB on your teammate without having to aim as the heal/damage boost is applied immediately as a buff. Her F is an instant button press to buff herself when engaging fights, no aim needed. Her shift is an AOE stun that requires little aim. Her ult is braindead just make sure your teammates stay within the 15m radius for the heal.
