It may SAY 3070 on the chip, but it's a laptop edition -- much less power under the hood than a desktop card. I have a 3070. Solid 60FPS in every condition on High (not Ultra) graphics settings.
You're not going to accomplish that on a 2070. Drop it all to low.

There must be something seriously wrong with your laptop.
First, are you playing plugged in? If you don't the laptop will heavily throttle itself. Second possibility is overheating, which also cause throttle.
Sometimes windows or something suddenly changes that. You might be rendering the game on your CPU..
It should be on windows at System -> Screen -> Graphics -> select app, select settings -> select GPU instead of CPU (or "best performance" instead of "power-saving")
Its also possible your laptop has some power-saving mode on for the game or in general so heavy usage gets throttled.
Or your laptop has sucked a bunch too many dustballs - what are the temps?
If its heavily STUTTERING then you might have issues with shader comp.
If you are running on windows 11, you should be able to switch between what video card you are using. Got to system (personalization on the desktop, then select system from the right side menu), there choose display and look for graphics setting, then select marvel rivals and force them to use the 3070.
If it doesn't work for some reason, try to reinstall nvidia drivers, a clean reinstall if possible. If that doesn't work either, try to 'repair' your windows, download installation files from the microsoft slap them on flashdrive and then go through the repair procedure (or try to repair without that, I think windows 11 should have that feature), though I doubt it is necessary since every other game runs fine, but still, it is an option.

For the future, check the web for the solutions, sometimes you can even find them in the old steam discussions for totally unrelated games.
I have horrible frame drops, if my mouse has more than 500hz configured. There should not be any link between frames and mouse hz whatsoever but lowering the hz of my mouse helped me to avoid framedrops
Only difference it makes actually HAVING it is you just have to manually go and download the updated drivers as they come out if you don't have it. That's basically it.
