STUCK AT 40 FPS AND AT THE END OF MY ROPE
I love this game, I played this game in the beta with 120 fps stable. But since the actual launch, I only get about 40 FPS (EVEN IN THE LOBBY) but it's stable for the most part. I've watched a dozen videos for optimization, read through discussions, and gone through Reddit, I've tried all settings in-game, and only one increased my FPS which is the Frame Generation Mode but at the cost of latency. I've tried downloading the Studio drivers from Nvidia and messed with my Windows settings ensuring it only uses my dedicated GPU. . I would like any help, I'm at the end of my rope. Here are my specs:

Windows 11
Laptop Display Refresh rate 165 FPS
CPU 11th Gen Intel Core i7 11800H @ 2.30 GHz
GPU Nvidia GeForce RTX 3070 Laptop GPU
SSD 2 TB
RAM 16 GB
EDIT (Every other setting is at low, stats are showing that GPU is at 65% and CPU is 30-40%)
EDIT (All the other games I have run really well and I know that Rivals does have optimization issues but it cant possibly be this bad)

It's not like the specs are crappy, I truly don't understand why I'm capped at 40 fps. Somebody, please tell me what I can do to get this working possibly.

...you realize that you're effectively playing with the power of a 2070/2080, right? That's probably why.

It may SAY 3070 on the chip, but it's a laptop edition -- much less power under the hood than a desktop card. I have a 3070. Solid 60FPS in every condition on High (not Ultra) graphics settings.

You're not going to accomplish that on a 2070. Drop it all to low.

RIP -- not really a whole lot more that you can do. Laptops are pretty limited on how much can be tweaked, at least compared to a desktop. A laptop's overriding concern is power management, not performance.

Well what's worse is that is shows my GPU is only at 65% and CPU is at 30 - 40% which makes this whole process more frustrating

Only suggestion I really have is to enable hardware accelerated GPU, but I'm guessing you have already done that

I get somewhat the same laptop as yours, Ryzen 7 5800H, RTX 3070, and I get contant 100 fps.
There must be something seriously wrong with your laptop.
First, are you playing plugged in? If you don't the laptop will heavily throttle itself. Second possibility is overheating, which also cause throttle.

Check is the app suddenly changed into using your integrated GPU instead.

Sometimes windows or something suddenly changes that. You might be rendering the game on your CPU..

It should be on windows at System -> Screen -> Graphics -> select app, select settings -> select GPU instead of CPU (or "best performance" instead of "power-saving")

Its also possible your laptop has some power-saving mode on for the game or in general so heavy usage gets throttled.

Or your laptop has sucked a bunch too many dustballs - what are the temps?

If its heavily STUTTERING then you might have issues with shader comp.

All unreal engine 5 games have optimization issues, Rivals is surprisingly well off in regard to optimization, unlike... ahem... other... ue5 entries... Satisfactory not included, still great.

If you are running on windows 11, you should be able to switch between what video card you are using. Got to system (personalization on the desktop, then select system from the right side menu), there choose display and look for graphics setting, then select marvel rivals and force them to use the 3070.

If it doesn't work for some reason, try to reinstall nvidia drivers, a clean reinstall if possible. If that doesn't work either, try to 'repair' your windows, download installation files from the microsoft slap them on flashdrive and then go through the repair procedure (or try to repair without that, I think windows 11 should have that feature), though I doubt it is necessary since every other game runs fine, but still, it is an option.

For the future, check the web for the solutions, sometimes you can even find them in the old steam discussions for totally unrelated games.

I have horrible frame drops, if my mouse has more than 500hz configured. There should not be any link between frames and mouse hz whatsoever but lowering the hz of my mouse helped me to avoid framedrops

Have you tried turning off lumen or turning off global lighting completely? What about setting the model textures to performance? This helped my wife's pc from crashing and it runs over 100 fps on her rtx 2080 ti.

I haven't tried it, so honestly it might work, but why in the fck would your mouse's polling rate affect the frame rate of the game? Is there some strange decision in the coding or?

There's ALWAYS a strange decision in coding, esp. on Unreal Engine.
After reading through the comments and seeing one that stated theres just nothing you can do because of laptop 3070, I have the same thing on an Alienware laptop and what killed it for me was the Nvidia Geforce expericne app. I uninstalled all aspects of it and now run at 100-120 fps mid match. This helped with ALL games for me.

Only difference it makes actually HAVING it is you just have to manually go and download the updated drivers as they come out if you don't have it. That's basically it.
