Hawkeyes Ultimate is weak

I have been thinking about this for a while now and compared to other DPS ultimate abilities, Hawkeyes is quite weak.
But I figured out how to balance it!
MOST DPS ults you are able to kill 2+ enemy heroes consistently, Hawkeye however you are lucky to get 2 kills with it.
I believe buffing Hawkeyes ultimate so that during it, every shot (even the rapid fire shots) is considered a CHARGED shot would allow Hawkeye to actually consistently get kill with it.

His ult isn't weak, his M1 is still so overtuned that his entire kit feels worse than it. It makes his M1 feel different. Its easier to just hold and release M1 every second to 1-2 shot the cast than press literally anything else, including Q
If Q worked like you suggest he'd be spamming 2-hit kills much more than every second and it would STILL be worse than holding M1 for the passive buff to make them 1 hit kills.
