Let's talk Black Panther

So I just started learning him today. It took me a couple matches and some button remapping (I play on controller) and upping the sensitivity, but as my friend would say "I smell what they are steppin in" with him.

But is it just me or could he use a bit of a buff?
His basic attack feels so weak that I'm almost never using it if I can avoid it.
And either slightly more base HP (+25-50) or more HP gain on Spirit Rend.
Also maybe a small hp shield on Bast's Descent, since it's not exactly an opener and you'd only be using it after they already know you are there and are likely targeting you.

That's my thoughts on him after playing him for 2.6 hours so far.
What do others think?

Is it me/my internet, or is he bugged?
There is many times where I hit someone with a vibranium mark using Spirit Rend and it does not reset the cooldown. I get the hit sound effect and usually do a bit of damage, but I don't get the cooldown refund.
Is this "normal"? Should I be reporting this as a bug?

He is a lot like Spiderman, High risk, High reward. I dont see many players on him as he takes ALOT of time practicing his combos.

They actually nerfed him this season so he is probably picked way less than season 0.

He is one of the few characters I have yet to try as I clicked with Namor instantly and honestly Namor is a really good counter against him lol.

He's cool, but he has zero tolerance for mistakes, if you miss any of your skills your main damage skill (shift) goes on cooldown, and now you're unarmed.

He also doesn't really have any mobility, if you use his skills for that you can't deal any damage.

He does not need a buff. He is extremely strong as long as you hit your abilities.

Step 2: Shoot spear on ground
Step 3: Dash
Step 4: Profit

I almost never see him picked and the few times I have they didn't stay on him for the duration of the match.

Yea this is pretty much what I'm finding.

I find him to be extremely fun, but his numbers are never big.
He spends a lot of time traveling and positioning, though unlike Wolverine, I find I can attack backline or help the team on the main push.

I find myself doing about as much damage as I take, or more, and almost never less damage than I take, but like I said the numbers are never big in either case. If this is normal I can see why he's not picked much as it feels like he doesn't contribute to the matches as much as other heroes.

comparing him to spiderman is ridiculous, spiderman can swing way out of range instantly, takes way less effort and has more ranged attacks, he is THEE noob character.

I think the 0-6 Spiderman locks in qp, are a meme at this point they so popular.

He's braindead to play and does a lot of damage. He'll get nerfed in time. Definitely wouldn't bother playing him on a controller though since you're doing 180s the whole time.

180s are not a problem for me.
150 on the horizontal sensitivity and 85 on the vertical, with linear curve.
