not in the game setting, no you can't. manually modifying the files so that announcer will play blank files instead? maybe, but that's against the TOS. and no, technically, you can't or rather don't "mute" the "audio file" either, it is just a "file". it's a dumbass sentence as muting a compact disc, which object is already mute by itself and can't really do anything of outputting sound aside from usual physical based interactions EXCEPT when combined with the devices that can do...whatever the compooters and all that ♥♥♥♥ do. killing the dog to mute said noise makes much more sense though however- dog is a organic device that can output/play sounds, hence killing would mean that it would disable the noise coming out from it.
