yea strange other than updating drivers the game should run okey without freezing unless you cranked all stuff to max which you should be medium or bellow. Unless some part of your PC is dying which hopefully not.
I got a 2070sc in my lounge pc, but is has an i7, so if need be I can kind of replicate the results for comparison.
Does sound like you have something set too high though
Do you have any other Unreal engine game you can test to see if you have the same fault?
old rig: ryzen 5 3600, vega56
~120fps, no more freezes
See if you can go through the settings and turn them off one at time,
I am just about to eat dinner but after I am willing to load Rivals onto my lounge PC to test for science
Do you have vsync on?
if Vsync is off, try turn it on, then turn on Nvidia reflex to Ultra then try have a game and see how it plays and feels
