Winter Soldier Has Way Too Much Going On

He has so much in his kit and he's pretty ridiculous. HIs "nerfs" did absolutely nothing, he's a complete menace and when I see him on the enemy team or even mine, he typically has tons of kills and MVP.
He's also the absolute best character to play in Doom Match, and I have yet to see anyone but a Winter Soldier win that mode.

Dude is basically a one man army and it's really not balanced here.

So he has:
An aoe explosive left click that does damage in a cone to enemies behind the one hit.
Very high headshot damage.
A grapple with a 20 meter range that also stuns you for a moment and allows him to quickly kill you with some headshots after.
Reloads automatically on every ability use.
Gets bonus health for using abilities.
Knocks flying enemies down with his E.
Slows enemies with his E.
His E is nearly infinite range.
His ult that gives him more uses on every kill and gives every enemy hit a minimum health at which they'll instantly die.
His shift is a dash that: He can use to get to highground, grabs multiple enemies along the path, hits up said multiple enemies at the end of the path, AND will stun anyone that uses a similar ability and for some reason also Hulk's jump. Granted it stuns him too but in a teamfight that's typically the death of the enemy.
The best team-up ability in the game.

WHY does he have so much compared to everyone else?
And I will mention Rocket once again as I always do, why does WS have so many more things than him? The canonical "gadgets and weapons" guy?

just because u're going against good bucky players, it doesn't mean that bucky is op. Every character in this game is op in the right hands. If u keep dying to enemy bucky, then u probably got a team diff.

Just because most winter soldier players are cheating doesn't means they are good players. If you keep having your entire team getting destroyed by a single winter soldier, then you probably got a cheater on your hand. And since there is more than 200K people on cheating discord servers, every game is basically with or against a cheater, subtle or not.
