I did like how Paladins did it where a player that left any match could not rejoin a new one until the original match completes.
The only real solution for this is to play ranked. Most people don't leave there but it can still happen. You at least know that you will only be joining fresh games.
I hear that. I don't so much mind it being a team that is losing so much as a team that has lost. I have been added to matches into the defeated screen like what the $%^&? They should fill the spots with bots. I have been $^%:>" over and people will leave immediately at character match up and the team not get filled. We went 3 vs 6. Since there isn't the surrender option in every game mode then all we could do was leave and get penalized or wait for them to win.
I've had that happen once and my game hung on the loading screen for that extra good times cherry on the cake.
Makes sense that a majority of quickplay sub-ins are on losing teams. If your teammate can't even play, your team is probably going to start losing. Then that teammate gets kicked and you come in their place. Take into account the ragequitters and it's going to be a common occurance.
Leavers need harsher penalties.
Hell, just make it that each team can only have the same number of heroes out at the same time, the team with more's last player sits in spawn and waits till another team mate dies then he spawns in and the one that died waits in his place. The team with more players can have leave freely to make the game 5 vs 5 if they want as well.
or have a bot replace the missing player, since again casual isn't serious and it shouldn't matter. This way they get their sixth player and no one gets forced to play a match that isn't fresh and new.
There's several solutions to the problem that fix it and they pick the worst one of all. Most people want to play fresh and new matches, not ones that have already started. At least add in an option to "opt out" so you never get picked, maybe reward those who do with more crono currency for compensation or something.

As long as you're ok with being penalized for leaving matches early. Quickplay isn't too bad, it's short... Ranked though on the other hand is a different story.
Also, you technically picked for this to happen too. If you're not picking your own teammates amongst new friends you made to play with, then you're telling the game that it's OK for the matchmaker to pick my teammates for me. Thinking the matchmaker is going to be able to just give you the most ideal teammates every match is not realistic. So, we should consider this a consequence for your own actions of choosing yourself to solo queue in the first place.
