How to improve preformance?

I have my graphics at the lowest settings all my programs in the background off and STILL the game sometimes has huge lag spikes or i get stuck in an eternal loading screen how can I improve the game performance?

The only thing that should be on "High" is your textures. All that other BLOAT can be turned off or down. make sure VSYNC and motion blur is untoggled too. The game is optimized I must say. Maybe open your task manager to see your processes on what's boggling your in app performance. Could be external and you got a gazillion services running. Too many variables and conditionals I must think about. I had to upgrade to 32 GB ram. 16 was not enough despite everything else in my pc being beyond the recommended specs
