Reticle size change bug?

I noticed that for example Punisher has smaller max reticle circle than others. Plus, before the patch, rifle and shotgun had different sizes. Now they are the same. Also max circle reticle is now smaller. Is this because of the patch. When I wanted to max out Scarlet Witch, at first it was a huge circle, then after a while, it shrunk. What is happening?
