What does this mean ?

"increasing the defense window of the Sorcerer Supreme."

It's a generic reference to the changes that buffed his ability to defend, like faster shield recharge. Means he'll have smaller holes in his defence when his shield is down.

But they decrease the recharge rate "decrease the shield value recovery rate after releasing Shield of the Seraphim from 80/s to 70/s."

Am i misreading this ?

No you're right. Then it means the defense window will be wider, so worse.
