When you first click, it sends shurikens to where you are looking. When you click the second time to recall them, they fly to where your cursor is pointing. So you can throw them into one person, and then recall them through another person, and sometimes you can hit some other targets as well if the team is bunched up.
As for general strategy, I was watching the best Psylocke in the world, and his gameplan was basically just find a spot where the enemy doesn't see you, shoot them to build ult. Use invis to reposition when they spot you, use dash to help escape or return to your team or pick off a weak enemy. Once you get enough to ult, just go find some enemies and do it. Few ults are more brainless than Psy's, the only thing you want to do is make sure their healers can't counter ult so wait until after they have burned their ults to use yours.
That's about it.
Oh, and don't forget that she has a melee if people get too close to you. Default is V for any character that has a melee attack.
Her M2 shoots out 5 kunai that when they hit a target will embed in them for a set time and then return to you and do additional damage while giving you 10 extra health per kunai you landed. her M2 also automatically gets called back when you do her dash (shift).
So in theory the combo you should be landing on people is when you are relatively close is:
M1 and let both shots hit > M2 > M1 let 1 shot hit > Dash and it kills most 250 hp characters.
Her E lets her go invisible and gives a movement speed boost. The invis doesn't disappear when you get hit but you become visible for a short period. You can also hear her while she is walking around so some characters like Dr Strange may still be able to find you and do an AOE to hit you.
Her ultimate lets her become invulnerable after some startup and attack targets within the circle. You ideally want to hit this on about 3 people max as it does less damage the more people stand in it. This has to deal with how it targets during the ult, it will hit whoever has been hit the least amount of times by it. As a sidenote, this ability is getting a bug fix in the patch tonight that will make it so it no longer ignores characters that are shielded. So if you ult into a Hulk shield or magneto shield you get way less value out of it now.
Thats the basic write up for the character. Play her more to get a feel for anything else. I will say don't be one of those bum Psylockes that just sit there and M1 the tank until they have ultimate. If you can't put pressure on the backline its probably better if you played something else that game instead of trying to force Psylocke.
Do not forget that it is 3rd person game and you have to be more than 90* behind enemy to not be spotted, cause everyone is marked with red outlining shining very bright.
