People want to lower the skill-gap by making good players worse but thankfully NE isn't that deluded.
I doubt anyone will care considering cap's shield already does the same thing.
Only difference is no one plays Cap so they'll say Mr Fantastic is broken the first time they realize they cant maximum pulse the enemy team 50 times uncontested.
Thats not true boost does not change between season
Thats like almost every character, I've had wolverines who feed. Just sounds like that Wolverine is a better player or just had a better team. These characters are usually dominating against low skill players but come back in line when it gets to higher elo. The balancing is so all over the place that a single character can dominate as long as you have a competent team.
The problem is this game appeals to casuals and casuals make a majority of ranked given personal anecdotes of peoples experiences with ranked.
Whether or not it should appeal to casuals is up to debate but longevity wise it is probably the best idea.
I have no idea what is the real cutoff for low elo but I got to diamond in less than 100 games and a 60% WR/positive hero K/D/As across the board and thats where I plateaued. There are people in lower ranks (bronze/silver/gold/plat) with over 500 ranked games played. These are half the people you are getting qued with.
The average ranked player is quite literally just bad at the game.
I had a platinum game where a jeff solo ulted a punisher who was ulting, and he had 0 concept of what being CC immune is. This was in Plat, so it goes to show people playing ranked don't care to understand the game or are just dumb. These are the lobbies where wolverine go 56/2/5
There is always going to be a group of characters with straight up better frame data, hitboxes, and tools than others.

on paper it doesn't look bad
if nerfs or buffs are to big then people would just cry even more
small changes can still have big outcomes.
