Does anyone have an answer for this -- cmd.exe - Application Error (0xc0000142)?

I'm having a problem with installation. The game launches on steam then I get the launcher to load, but a pop up that says

cmd.exe - Application Error
"The application was unable to start correctly (0xc0000142). Click OK to close the application."

then I click ok then the error reappears 3 times before it stops appearing.
I then try to click LAUNCH on the MR launcher. The launcher says preparing... and disappears then comes back.

I have tried to update my drivers, uninstall and reinstall on steam, verify files, and run as admin. I'm not too sure what else to do.

9th gen i7 9700K
AMD 5700XT

Same found no answer or fix I gave up on this game shame cause it looks good
