You mean "Bonus health." Those two characters have built in bonus health. Thor when he uses any ability gains 100 health up to 200 stored.
And Iron Fist can use his E to gain 50 bonus health on top of healing himself.
Peni also has bonus health from her webs and healing.
Venom another with a bonus health CD.

Lots of characters have bonus health. It's not considered a "shield" by the game. A "shield" or bubble in this game is immunity. And only a few characters have them. Magneto and The Hulk are the two I remember having them. They even make you immune to CC.
While bonus health, the blue bar you see, is just bonus health. It goes away once it's used. But you can generate more.

I've played a LOT of rivals. I've only seen a handful of cheaters. 861 matches, QP and comp mix. They exist but its not that rampant.

25HP can make the difference between life and death sometimes. Most especially if you're not a tank!
