Fire rate is low, damage is low, projectile velocity is low.
His primary attack is a joke.
I get that he was made to fire this secondary attack, as it is his "weapon".
But until other healers can destroy people from half the map, I think Raccoon also could have this "benefit".
His healing is definitely only B tier if you don't know what you're doing which most don't.
There was a graph on reddit how much damage support did during a tournament. Rocket was at the very bottom and it wasnt even close. He might have a gun, but he cant use it - projectile machine gun means he cannot weave dmg and healing efficiently. His only viable playstyle is a healbot
If you want to get value out of Raccoon's gun - shoot the tank. Easy to hit, probably focused on other things than you and generates a lot of Ult charge. A lot of time they don't expect to get this much damage this quickly and have to back out or just die. Also in few circumstances if you can get pretty much in a melee range, your gun will actually hit people with 100% accuracy due to projectiles having a bit wacky hit reg at ultra close ranges, which can be used to saw through some unsuspecting people, especially healers that are panicked.
So unreal it is fun to watch

And as long as this gun wont be reworked, Rocket will stay the lowest de facto damage support, no matter the theoretical numbers, falloff, or hitscan.
It is simply his falloff damage: his falloff after 10m goes to 10 at 15m and finally down to 6 at 20m. It is more efficient to fire orbs if all you're doing is 6 damage even if no one needs healing currently. Nothing else about his weapon would need to change other than falloff.
To compare, Mantis plays very similar to RR where she has to stop attacking to apply her heal. Know why Mantis can get such good damage scores? Its because her primary has NO falloff for some reason (I don't expect this to last either), which means its always efficient for her to deal damage, cause even at like 60m away she'll still dink you for 50-100 (head) damage. Her projectile travels the same speed as RR's at 150 mps.
