The damage caps out at 120 fps which is what most people will probably be playing on. I don't think the devs accounted for anyone attempting to play at 30 fps. It's a competitive game... Playing at 30 fps is a death sentence any way so it doesn't matter.
the issue is they designed abilities to use frames, so any frame difference is impacting it. streamers getting 360fps proved this over just 120fps.
I've seen people proving that it does cap out at 120... So...
