Victory Screen CPU temp Spike?
I haven't seemed to been able to find a fix but I've been dealing with this for weeks now... Every time at the victory/defeat screen my CPU temp will spike 20+ degrees and does not come down until a game reboot. Anybody else experience something similar? I've tried verifying game files, my settings are all the way down. Drivers are updated.

Keeping my system in eco mode to try to keep the temps under 90c but it seems like this specific scenario is what causes my spikes. My first game I'm always low 60's the entire game and once the victory screen hits my CPU just goes crazy and stays that high even sitting on the menu/capping FPS at 30/etc

Improper ventilation: Inadequate airflow or dust buildup can lead to temperature spikes.
Outdated BIOS: Ensure your BIOS is up to date to prevent temperature fluctuations.
Overclocking settings: Aggressive overclocking can cause higher temperatures.
Running complex tasks: CPU generates more heat during intensive tasks, leading to spikes.
Malfunctioning hardware or software: Unexpected spikes may occur due to issues with components or drivers.

I wouldn't run core performance boost as that sounds like 'auto overclocking' kind of thing. Like I said, auto overclocking is pointless and mostly just generates more heat than anything else.

Performance Boost...do you mean Performance Boost Overdrive? That's PBO; it should have more settings under it though when enabled in MANUAL mode. That would include PPT, EDC and TDC i mention above.

You can't just look at clocks and think you're looking at 'performance' with Ryzen. It's way too dynamic as it's always adjusting clock speed and voltage to maintain safe temperature according to a FIT table fused at the factory. You have to look at actual performance with a good bench mark tool. Cinebench 20 is one of the best for this as it has both multi-thread and single thread, then compare runs with the different settings to see if it's hurting or helping.

The way to deal with fans....

Ryzen boosts even when at 'idle' because of how Windows works. When boosting it has lots of low energy temp spikes that can kick the fans up in speed. Those spikes are really low energy and you can never make them go away with any amount of cooling short of LN2. Imagine trying to put out a match in in a room by turning on the air conditioner, it's the same thing. So you can ignore them for setting fans.

What I do is set custom fan profile that starts with barely audible fan speed up to about 65-70C, that should include most all the temp spikes so the fans don't pulse. Then ramp up to about 75-80C before it gets really noticeably loud and on up to 90-95C when it's getting really annoyingly loud.

Your new setup with all those fans and a 360 rad would probably let you hold off 'noticeably loud' until 85-90C and not get annoying loud until 95C (Tjmax). At that point, it's mainly to alert you this thing is HOT because it won't do much good by then anyway. Once it's being pushed that hard, nothing short of LN2 is going to cool it really good.

The answer for someone else with your issue when they tried a BIO's check.
Finally somebody who has the same problem I do. Also been trying to solve this for weeks. I have the same CPU/GPU combo as you do as well. Unfortunately people do not seem to understand this issue when it's described to them so they try to give you tips for better cooling. It is not a cooling issue. It is a bug with the game that causes your CPU to climb in temperature the INSTANT a match concludes, and then stay at that high temp until the game is rebooted. It is incredibly frustrating and has taken me from playing hours every day to minutes every week. This bug has made this game nearly unplayable for people that have it happen to them. Glad to finally see its not just me, but unfortunately I have yet to find a fix either.

While I may not be able to give proper support, a good band-aid solution may be to limit temps on the CPU, which could also reduce performance.
Even liquid cooling might not be able to keep up with a netease game
UPDATE: I think I fixed it. Was able to finish a game without it spiking at the very end. Only thing I changed? Uninstalled Overwolf. So if you have that installed try uninstalling it and see if it helps you too. Not sure why it would be the problem but it's working for me so idk
