Fixes Found, Tested & Confirmed
• Slow Shader Compiling each game launch:
Run the Marvel Rivals Launcher in Compatibility Mode for Windows 8 by right-clicking and selecting properties. Let it go through the slow process once. Quit the game, turn off Compatibility Mode, then start the game again. Shader compiling should now be fast and normal again.

• Constant Frame Drops (Micro-stutter) every 10 to 20 seconds:
In your PC’s bios, you must turn off Intel Turbo Boost, or the AMD equivalent.

• General Low Frame-rates
If lowering the graphical/display settings and turning Lumen off does not help, try turning on ‘Nvidia DLSS’ for AA and Super Resolution Type, then set Super Resolution Mode to ‘Ultra Performance.’
This allowed me to have steady 60 fps, even with highest settings in 4k res.

• GPU Crash after playing for 45 mins to over an hour (even with lowest settings):

Probably memory leak issue being ignored by devs.]

Like... At all 😅

The 20second stutter is power shell related...
Not "intel boost" haha

Throwing a load rubbish and the wall and calling the first one that sticks isn't fixing anything

If it works it works though. The Devs don't care about fixing it in a timely manner. So whatever works for players, works.

No, because turning off Turbo Boost fixed it for me. So if you don't have anything helpful to say, go away.
I also didn't say to downscale to potato mode. You clearly can't comprehend what you read either, let alone understand how DLSS works.
