Peni's Cyber-bond bugged?

I just started playing after the update and noticed that Peni's cyber-bond (the websling you use to quickly move) doesn't work right. It seems to have the opposite effect, where instead of moving towards the location I target, I instead move in the opposite direction. I try to grapple and get launched backwards or to the side and it happens repeatably.

Has anyone else noticed this?
