Why did Bucky not get a nerf?

Nearly every genuinely problematic DPS I see is Winter Soldier.

Why on Earth was he not nerfed? Could we not make him shoot regular-size bullets and not ridiculous cannonballs? People get headshots like they are nothing, because his bullets are enormous.

I feel like he is just a little over-performing, maybe a very small adjustment.

He just needs a skill adjustment. I never see a bucky who doesn't hit every shot. His aim crutch needs to be shrunken.
