Where was this ever written down? Did I miss it in the update that says "Hey, Rivals!

usually patch notes come with the update, not before.
That might be why the community is so curious and confused as to where the new characters are!

I appreciate the info. I just wish somewhere in the entire patch notes write-up, they add a date and time.
