ban them, and their main, and any other account associated with their I.P address/MAC address

well... they are unlikely to have Spoofed that and thus their main is already tied to that HWID/IP so it gets banned straight off
and, they're unlikely to go through the trouble of purchasing a spoofer or doing it themselves manually
so it solves 90% of the problem
and spoofers fall under the category of Cheats, so then you ban them for cheating when you find them again
Spoofers mean you don't get the cheats' IP/HWID, and cheats can do this easily and for free.

well you obviously just don't want the problem solved because you're a smurf, so... yeah there is that
Make it take more work and time to get into competitive for the first time.
Like require level 20, not 10, and also require something like 20-50 QP match wins and maybe proficiency levels on a few characters.
Doesn't make it impossible, but makes it more irritating and obnoxious to do it so there will be less.
I'd love to see the problem solved, because most of your smurfers are account sellers and I hate that. But here's the thing -- there's no reliable way to solve that.
Charge a sticker price? Account sellers just add that to the purchase cost of the account.
HWID? Spoofed.
IP? Spoofed, and sometimes weaponized (by spoofing someone else's IP and then cheating).
One account per person? Unenforceable.
So if you got a solution, I'm not the only one who's all ears. Any shooter developer would love to hear it. But it actually has to be a solution. It has to work and be effective and enforceable.
It's nowhere near as easy as just snapping your fingers and saying "smurfs be gone".
