I find by communicating I get better protect as healer. I will stop hanging in the back and stick closer to my team. As soon as I see the diver I ping them and seeing as im standing closer to my team this usually leads to another member of the team coming to help get rid of the diver. I heal my defender while helping them defeat my diver before turning back to the main fight.
Depending on who you play there are different strategies for dealing with being dived (Rocket boosts away and scurries along the walls to become stupidly hard to hit or kill, C+D either heal themselves and walk towards the team or Cloak shift away, IW pushes and jumps away, etc.) but the basic idea is generally to survive and get your team (whether that be the other strategist or anyone else) to help you.

Mantis - Hit your sleep. Mantis's sleep takes a moment to activate, during which time you can shoot them once or twice without them waking up. You get one extra headshot after it is fully active, this should be enough to kill most divers that aren't tanks. If you know you can't possibly kill the diver, just leave them asleep until help arrives.
Luna - Hit your iceball (admittedly this is somewhat hard). Also, use your shift when you're in trouble, it gives you a heal over time effect.
Rocket - Use your jet dashes and wall climb. It's often a strong strategy to dash through the diver rather than away from them since this is harder to track, and this can get you closer to your team. If you have a small wall nearby, you can cling to it and then press jet dash for a superjump that sends you a mile into the air, then just slow fall and shoot heal balls.
IW - Use your force push to push them away. Try to shield someone close to you so you can also heal with it. Use your double jump to go invisible, but make sure you are not holding left click when you do it.
C&D - It sounds unintuitive, but stay as Dagger and just shoot them point blank. When you hit shots as Dagger, it causes a heal in an AOE that can heal you as well. Use your bubble to increase your own survivability. Only swap to Cloak if the diver attempts to flee. You can use Cloak's Fade in an emergency but it should generally be kept to dodge ults.
Adam Warlock - Delete their face with right click. If you die and have cocoon available, fly somewhere safe before rezzing (if the whole team is dead, deny the rez so it doesn't go on cooldown).
Jeff - Spit a bubble and go into Shark Form. Jeff is never scared of divers.
