You basically can't die short of a stun or instant kill attack; and his ult sucks you out of the air only for them to suicide with you so there is 0 counterplay. Being annoying isn't overpowered though.

A lot of balance issues are easy to see. Like, does Jeff really need to be able to self heal when he becomes the games smallest target , move at super fast speed, and wall climb with ease when considering his whole kit?
The answer is simply no. Jeff can spawn a bubble to heal himself.
I feel like Netease doesn't balance the simplistic stuff because they just want some characters to be beyond stupid to keep autism levels of player engagement.

These people don't care about balance at all in the game.
The bubbles has a good cool down time as is. Jeff should get the same healing effect from them as everyone else.
You also have to considering Jeff has the biggest headshot box on himself in the game. So nerfing his bubbles would be too much imo.
There is also the fact that fighting other heroes has to be fun too. And Jeffs Hide and Seek doesn't need a self heal.
Things get pretty lame when so many characters have unbalanced disappearing acts and matches become hit and run slap fights among cowards.
IF they are to do something about healing while under ground then they better compensate for removing it with a buff as well. Other wise your nerfing characters into the ground to complete uselessness which is never a good thing. When he's underground he can't heal any of his teammates at all, at least not his normal underground move. His ult he has to swallow his teammates to heal them, all making them unable to do anything while in his mouth.
Nerfing the worst characters to make them even worse should never even be a consideration.
Jeff's already one of the easiest characters to kill too in this game. That healing while diving is one of the few things from him just being dead weight for his team completely.
This may explain some of his low winrate. I don't know if many players below Celestial understand Jeff's true utility -- esp. paired with Luna. He can be devastating to a backline, but he needs to be played with intelligence and some simple geometry (to get the most utility out of his spray heal).
But that's part of what makes him a sneaky diver play -- that self heal. Without it, it's suicide in most cases to run him at the opposing backline.
When he is underground he heals himself fully in 2 seconds. Its not like he needs to be underground long for it to work. Or he can just pop up and cast a bubble and go back down. Not like there is a cool down time to dive.
