I'm furious, I've been a CS2 player all the time, but recently I decided to finally give other games a chance, a few days ago I tried to play “Marvel Rivals” but I encountered the same problem as today with POE2, which I bought today. The game doesn't even manage to turn on to the welcome menu, it shuts down or crashes the whole computer.... The worst part is that I have an average grasp of technology and computer issues

you basicly have to be on windows version 1909 or higher..
the problem is I dont know how to upgrade from 19045 to 1909

You are the "or higher" portion of that sentence, 1909 (build 18363) major update is older than 22H2 (build 19045).
